GlenGulf International is looking to recruit a team of experts for an upcoming security project in support of the FCO and Federal Government of Somalia.  Applicants should have experience to fulfil one of the three roles described below as well as meet the following requirements:

  • A recent track record of working in Security Sector Reform in a conflict zone.
  • A proven ability to establish rapport with partners and client organisation to produce workable solutions in a highly politicised and culturally complex environment.
  • Be self-sufficient, mature and with a breadth of experience to cover other team roles.

Police Representative

 

Role

  • Assist FGS to improve Mogadishu security through:
    • ongoing security assessment with the Somalis
    • proposed updates to the Mogadishu City Security plan using existing Somali resources to improve Mogadishu Security
    • Provision of advice to the FGS on implementation of the plan within and across institutions
  • Mentor key FGS actors to understand what they need to do to implement
  • Establish and develop a productive working relationship with Somali security players which gives the individual/team the necessarily credibility to advise and mentor
  • Develop understanding of Somali security architecture and capabilities within Mogadishu/the regions
  • Assist FGS in development of police planning to improve security environment of Mogadishu within current resource
  • Identify opportunities for security organisation development to improve effectiveness in the longer term
  • Advise FGS on cross agency co-operation and planning
  • Ensure that UK advice and mentoring to FGS remains within HMG red lines and remit.
  • Understand the legal implications of advice given to foreign agencies
  • Liaise closely with technical advisers from Partner countries, particularly the US
  • Provide technical contributions to briefings and other UK documents relating to this work as needed
  • Brief BEM and London teams on progress against agreed objectives
  • Complete a stock-take and gap analysis during the assignment, identifying what additional work could be undertaken in support of the Somali National Police to make a substantive difference to Mogadishu security and security in other regions.
  • Be cognisant of linkage to other UK programmes and support to FGS, including development of CT legislation and CT MOU, and of potential links with close partners’ sponsorship of related programmes. The successful bidder will be briefed on HMG policy on arrival.

 

Skills, Experience, Personal qualities

 

  • Former senior police officer
  • Senior level policing experience in a culturally divided society
  • Operational experience of cross departmental (including military) working in an environment with civilian/police primacy
  • History of urban security planning in a culturally divided society
  • Experience of urban counter-terrorist operational planning and implementation
  • Detailed knowledge of the use of armed personnel and their role in implementing security operation
  • Understand the legal implications of advice given to foreign agencies.
  • Understanding of the political environment and its impact on HMG activity
  • Knowledge and experience of Security Sector Reform
  • Ability to listen, consult and influence host and foreign government and non- government interlocutors
  • Able to operate in a highly politicised inter-agency environment

 

Intelligence Representative

 

Role

 

  • Provide specialist intelligence advice to team and FGS
  • Develop understanding of Somali intelligence architecture and capabilities within Mogadishu/the regions as they apply to security planning
  • Assist FGS in development of intelligence planning as part of an overarching security plan to improve security environment of Mogadishu within current resource
  • Assist FGS in developing cross agency intelligence co-ordination, tasking and sharing mechanisms
  • Advise team leader and FGS on the role of intelligence in informing operational planning
  • Advise team leader and FGS on the role and value of intelligence exploitation following operations
  • Identify potential areas for development of intelligence agencies which could significantly enhance security in Mogadishu

 

Skills and Experience

 

  • Serving or former OGD officer/Police Special Branch
  • Experience of urban counter-terrorist intelligence planning and co-ordination
  • Understanding of different sources of intelligence and their utility in a CT environment
  • Operational experience of cross agency working in a hostile environment
  • Experience of utilising intelligence to support law enforcement operations
  • Understand the legal implications of advice given to foreign agencies
  • Understanding of the political environment and its impact on HMG activity
  • Able to operate in a highly politicised inter-agency environment

 

Military Representative

 

Role

 

  • Provide specialist military advice to team leader and FGS
  • Develop understanding of Somali military architecture and capabilities within Mogadishu/the regions as they apply to security planning
  • Assist FGS in development of military planning as part of an overarching security plan to improve security environment of Mogadishu within current resource
  • Identify areas where niche support to the military could significantly enhance the prospect of security
  • Advise FGS on cross agency co-operation and planning
  • Advise FGS and team leader on the role of the military in supporting civilian agencies
  • Advise FGS on deployment and use of specialist military capabilities within a CT environment
  • Be cognisant of linkage to other UK programmes and support to FGS, including development of CT legislation and CT MOU, and of potential links with close partners’ sponsorship of related programmes
